The Government of Thailand endorsed Climate Change Benefit Analysis (CCBA) guidelines as a tool for climate screening and investment appraisal.
The guidelines provide assistance to line Ministries and budget agencies/finance minstries to develop and monitor public investment projects in a more climate-responsive approach. The tool facilitates climate budgeting and mainstreaming into project design. The guidelines also support a more clearly defined inter-ministerial mechanism for implementation of more climate-responsive budget submissions by sectoral agencies to ensure best performance of climate related expenditure. The CCBA method was first piloted in the development of budget proposals in the agriculture sector through the Ministry of Agriculture and Cooperatives and its Royal Irrigation Department. Additional ministries are expected to pilot the use of the guidelines in future years with UNDP support.
